Necole Parker is the Founder and Principal/CEO of The ELOCEN Group, LLC, a Program and Project Management provider in the built environment, committed to improving the quality of lives within our communities. Since forming ELOCEN in 2007, Necole has expertly managed/overseen project lifecycles from start to finish, comprised primarily of new construction and renovation projects within government and commercial sector markets, totaling 200+ million square feet of managed space and accumulated project budgets of over $1 billion dollars. This has resulted in securing numerous notable clients, growing the company in both scale and capacity, and achieving significant revenue gains. With over 30 years of comprehensive Program & Project Management experience, Necole continues to build synergistic relationships that create value for each of ELOCEN’s respected customers. Professional excellence, integrity, and a willingness to go the extra mile every time define who she is. Necole holds several Board positions: Virginia Union University (Board Trustee), SHABACH! Ministries, Inc., Walker’s Legacy, Capital Region Minority Supplier Development Council (CRMSDC), DC Chamber of Commerce, and The ELOCEN Group Foundation (Chair), and is a U.S. Black Chamber President Circle member. Committed to maintaining industry connections, Necole has memberships with various professional organizations, and is the recipient of multiple awards, notably the U.S. Small Business Administration’s 2022 8(a) Graduate Firm of the Year in all three award categories – District, Regional, National. Understanding the importance of community involvement, Necole seeks to enrich the lives of others through her non-profit, The ELOCEN Group Foundation (EGF), an advocacy framework for teen mothers and African- American males raised in single-parent households. Under her guidance, EGF has sponsored multiple scholarships, endowments, trainings, educational empowerment, and small business support through multiple charities. Necole earned a Bachelor of Science Degree in Business Administration from the Virginia Union University. She is a graduate of the Northwestern University Kellogg School of Management’s NMSDC Advanced Management Education Program (2022), the Tuck School of Business at Dartmouth’s Building A High-Performing Business Program (2014), and Tuck - WBENC Executive Program (2013). She is also a certified Facilities Management Professional through the International Facilities Management Association (2018).
