Chair

Necole Parker is the Founder and Principal/CEO of The ELOCEN Group, LLC, a Program and Project Management provider in the built environment, committed to improving the quality of lives within our communities. Since forming ELOCEN in 2007, she has expertly managed/overseen project lifecycles from start to finish, comprised primarily of new construction and renovation projects within government and commercial sector markets.

Angie Rodgers

Ex-Officio Board Member

Angie Rodgers is the Deputy Chief Administrative Officer for Economic Development in the Alsobrooks Administration. She provides leadership and oversight to 10 County-chartered, quasi, and independent agencies with a focus on business development and corporate attraction, affordable housing, parks, planning, tourism, and more.

Stanley Earley

Ex-Officio Board Member

Mr. Earley began his career in government with the City of Dayton, Ohio as a Management Analyst in the Office of Management and Budget. His extensive professional career spans more than 48 years, with experience both in the public and private sectors. In the early part of his career, he worked in the private sector with the United Way.

Maria Day-Marshall

Board Member

Ms. Maria Day-Marshall, Esq., joined the Real Estate Development Program at the University of Maryland in July 2017, and serves as its director and as Clinical Associate Professor.  She also serves as Director of the Colvin Institute of Real Estate Development.

Dr. Stephanie Stanard

Board Member

Dr. Stanard is the President/CEO of SOS Human Capital Solutions, LLC, a human resources and management consulting company offering a broad range of services that help organizations achieve their business objectives by planning and executing innovative workforce interventions, and solutions. This includes targeted recruitment, executive coaching, and more.

Jameel Aalim-Johnson

Board Member

Jameel Aalim-Johnson has been the Vice President of the Government Relations Office of global exchange operator Nasdaq since January 2008. The Office of Government Relations interacts with the U.S. Congress, Treasury, the SEC, and other federal agencies in order to communicate the policy concerns of Nasdaq. He is also responsible for Nasdaq government relations with several state delegations where Nasdaq has a significant presence including New York, New Jersey, Pennsylvania, California, and Maryland.

Shameeka Price

Board Member

Shameeka Price is the Founder and CEO of Capital Structures Real Estate, holding dual roles as a licensed general contractor and principal real estate broker, licensed since 2005. She has led the company to become a premier real estate firm, facilitating high-value transactions for financial institutions, real estate investors, homeowners, and agents.

E. Troy Washington

Board Member

E. Troy Washington is the Chief Financial & Operating Officer at the Association of University Centers on Disabilities (AUCD). He has over thirty years of accounting and grants experience. He has vast accounting experience leading financial operations for several organizations. His accounting experience includes financial statements and reporting, cash management, financial analysis, month and year-end closings, and audit preparation and analysis. He also has extensive expertise in federal grants oversight, compliance, policies and procedures.
