Jacqueline West-Spencer Alexander serves as the Executive Director of the Redevelopment Authority of Prince George’s County. In this role, West-Spencer is responsible for facilitating the Redevelopment Authority of Prince George’s County objective to develop, redevelop, revitalize, and preserve communities with an emphasis on communities within the Beltway in support of the County’s priorities in community development, transit-oriented development, and affordable housing.
With over 25 years of experience in real estate, affordable housing, community and economic development, West-Spencer’s expertise is in driving forward strategic initiatives, strengthening the efficacy of housing programs and operations, and implementing real estate development strategies for under‐served communities. Prior to joining the Redevelopment Authority, West-Spencer served as the regional vice president of real estate development for The Community Builders, Inc. Mid-Atlantic region, directing the real estate development activities and managing the real estate development teams within the Mid- Atlantic and New York regions.
Previously, West-Spencer was an assistant commissioner with the New York City Department of Housing Preservation and Development, establishing the Department of Property, Disposition and Finance in the Office of Development where she oversaw the disposition, financing, and stabilization of a portfolio of rental and homeownership programs. Prior to working for the City of New York, West-Spencer worked for several financial institutions including Carver Federal Savings Bank, Banco Popular North America, and Fannie Mae, where she helped manage the New York City Community Business Center. She also served as director of housing production for Enterprise Community Partners and began her career in community development as a project manager at one of the country's most impressive and impactful community development corporations, Abyssinian Development Corporation in New York City's Harlem neighborhood.
West-Spencer holds a Master of Science degree in urban policy analysis and management from the Robert J. Milano Graduate School of Management and Urban Policy at the New School in New York City. She also received a Bachelor of Arts degree from Binghamton University in New York. She has and continues to serve on numerous nonprofit boards within the affordable housing, community development and social services fields.
