James Dula, PhD

Dr. James A. Dula is the Veterans Affairs Officer and Military Veterans Liaison to the County Executive of Prince George’s County. In this capacity, he is responsible for the health, morale, and general welfare of the men and women (and family members) who proudly and honorably served the United States of America in the armed services and now call Prince George’s County home.  

Major Dula is a retired United States Air Force Officer and Former Commander who served approximately 30 years on active duty. He is also a retired educator and former associate professor at the College of Southern Maryland, former President and CEO of the Prince George’s Chamber of Commerce, and former Deputy Chief Administrative Officer for Health and Human Services for Prince George’s County.

During his military career, Dula served two tours on the Air Staff at Air Force Intelligence in the Pentagon, as Executive Officer and Director of Administration for the Air Force District of Washington, Real Estate and Property Manager for AFDW  within the Washington Metropolitan Area, Air Force Director of Education for Central and South America, as Headquarters Squadron Commander and Executive Officer to the Commander for the 89th Military Airlift Wing at Joint Base Andrews, he served as an  Air Force representative on the Panama Canal Transition in Panama and served as an Air Force Joint Task Force Commander in Suriname, South America where he represented the United States before heads of state. He also oversaw education operations in Panama for Florida State University, the University of Panama, and the Community  

College of the Air Force during his tenure as Mission Support Squadron Commander; and guided the Education Office to “Best in the Air Force” Worldwide, 1993 and 1994. At the Air Force District of Washington, he rebuilt the Information Management organization by creating the first Total Quality Management Program and designing a computer acquisition and implementation program that revolutionized how support was provided to Air Force Agencies, the U.S. Congress, and the White House.  

Retiring from the Air Force, Dula taught at Crossland High School for five years and created the Dr. W.E.B. DuBois Honor Society, affiliated with Hampton University in Hampton, Virginia, created the college prep program for students, resulting in a 100-percent college acceptance rate since its creation in 2000. The chapter is now named the Dr. James Dula Chapter of the Dr. W.E.B. DuBois Honor Society.  

At Health and Human Services, he created the Youth Strategies Office, organized the Women’s Commission, and created the Youth Empowerment Initiative to help youth county-wide increase their college possibilities and gain scholarships. Further, he opened the Veterans Affairs Office to help more than 70,000 veterans receive community assistance. He also created the Student Chamber of Commerce as CEO of the Prince George’s Chamber of Commerce. Under his leadership, Chamber members increased from 300 members to more than 1000 new members. Following the Chamber, he was appointed by the Governor of Maryland as a Commissioner on his Small Business Commission for the State of Maryland, where he encouraged new policies and procedures designed to ensure better collaboration between colleges and universities for workforce development; he also served as Workforce and Education Committee Chairman for the Commission.

Dr. Dula received International Who’s Who recognition and has been recognized on three different occasions as Who’s Who in Education and Leadership. His Military Awards include the Joint Service Commendation Medal, Meritorious Service Awards, Commendation Service Medals, the Air Force Achievement Medal, Vietnam Service Medal, the Vietnam Campaign Medal, and others.  

He is Married with one child and two grandchildren.
