Local Impact Grant

One of the Local Development Council’s primary responsibilities is to provide public input on a multi-year plan for the expenditure of local impact grants. These funds are a portion of gaming revenue dedicated by law for use primarily in the communities in immediate proximity to National Harbor (see § 9-1A-31 in Relevant Law).

Eligibility

  • Any organization, institution, or association that is incorporated as a non-profit organization designated under 501(c)(3) of the Internal Revenue Code.
  • Organizations that are located within and/or provide services or activities within a 6-mile radius (check your distance) of the MGM Resort.
  • Organizations must be able to supply sufficient documentation that their organization is currently in “good standing” from the State where the organization was incorporated (i.e., the State of Maryland, District of Columbia, or the Commonwealth of Virginia).

Required Documents 

If all the items listed are not submitted, your application will not be reviewed for funding. Also please don’t hesitate to send an email to pgcldcgrants@co.pg.md.us with any questions.

  • Organizational/ Project budget information 
  • A copy of the organization’s IRS Tax determination letter verifying IRS 501(c)(3) federal tax-exempt status.
  • A copy of your IRS Exempt Select Check search results
  • Financial Statements – Include your most recently filed Financial Audit Report, not a Review or Compilation, or IRS Form 990 or 990EZ.
  • Signed IRS Form W-9
  • A current copy of your organization’s Certificate of Status, aka “Good Standing” or a copy/screenshot of the search results for “Good Standing” from the State your organization was incorporated i.e., the State of Maryland, District of Columbia, or Virginia.
  • ACH Enrollment Form
  • Letter of Support from an organization within a 6-mile radius
  • Job descriptions for each position you are requesting financial support for
  • Conflict of interest statement/policy
  • List of your Board of Trustees
  • Copy of your organization’s Mission Statement
  • Office of Management and Budget (OMB) verified SAP vendor number

FY2024 Timeline and Application Process

  1. February 22, 2024: Grant Application Workshop
  2. March 22, 2024: Grant Application Deadline
  3. April 19, 2024: The County notifies applications that are disqualified for being incomplete
  4. April 19, 2024 - June 7, 2024: Application review process
  5. June 19, 2024: Grant Review Committee reports recommended awardees for vote
  6. June 30, 2024: Written notification of unsuccessful and successful applicants, grant funds available/issued
  7. January 31, 2025: deadline for the program's mid-point progress update
  8. July 31, 2025: The final closeout report must be submitted once all funds are expended

Note: all decisions are final. We reserve the right to reject applications considered non-responsive to requirements and impact area needs. Any applicant not approved for funding can request feedback on their submitted proposal.

Evaluation Criteria

All proposals must completely satisfy the application criteria and meet a community need. Specifically, all grant awardees are selected based on the overall cumulative ranking of the following criteria:

  • Statement of Problem (15 points)
  • Program/Project Design and Implementation/Budget (35 points)
  • Program/Project Evaluation (25 points)
  • Organizational Capability (20 points)
  • Post Grant Funding/Future Sustainability (5 points)
  • Proposed Service Impact within Designated Local Impact Zone (20 points)
