The owner of the property determines the security deposit. The maximum amount an owner may charge in the state of Maryland is two times the monthly rent on the unit. Most owners will charge one month's rent as a deposit. If an owner owns more than one property, the owner may not charge families under the Section 8 Rental Assistance Program a larger deposit than is charged to other families who are not under the program.
