Prince George's County Executive Appoints Artis G. Hampshire-Cowan to Maryland Stadium Authority Board

Hampshire-Cowan's appointment marks the first time the County has selected a representative to serve on the Maryland Stadium Authority Board.

LARGO, MD – Prince George’s County Executive Angela Alsobrooks announced today the appointment of Ms. Artis G. Hampshire-Cowan, Esq. to the Maryland Stadium Authority Board. Hampshire-Cowan will fill a new Authority Board seat created for Prince George’s County. She’ll help to ensure the interests of Prince Georgians are represented in work to issue $400 million in bonds through the Maryland Stadium Authority for several catalytic anchor projects along the Blue Line Corridor, a transformational development project in Prince George’s County that has already attracted more than $1 billion in investment to the County.

Ms. Hampshire-Cowan brings a wealth of experience to the Maryland Stadium Authority Board. Notably, she played a pivotal role as general counsel of RFK Stadium where she led negotiations with the Washington NFL Team. Her leadership was also instrumental in the successful relocation of the team to Prince George’s County in 1997.

The Blue Line Corridor project is a once-in-a-generation development opportunity and I look forward to helping shape on behalf of the community I call home. This is a tremendous opportunity to create lasting positive impacts for Prince George’s County and our region.”

Hampshire-Cowan is the founder of Leveraged Leadership Group, LLC, a corporate governance consulting firm. Prior to founding her own firm, she served a distinguished 25-year tenure at Howard University where she held key leadership roles, including senior vice president and corporate secretary, chief operating officer, and acting president. 

Beyond her academic leadership, Ms. Hampshire-Cowan has dedicated herself to public service. Her extensive government experience in the District of Columbia includes roles as a congressional lobbyist, a consumer and regulatory administrator, a compliance officer, an attorney-advisor to the deputy mayor for economic development, and a senior advisor and counsel to the city administrator. 

She is a founding board member of Bright Beginnings, a daycare center for children experiencing homelessness, and a founder of Girls, Inc. DC at Howard University. She’s also held leadership roles on the CareFirst Board of Directors, the Greater Washington Community Foundation Board (Vice Chair), and the Girl Scout Council of the Nation’s Capital Women’s Advisory Board.

The appointment, effective November 14, 2023, is subject to the advise and consent of the Maryland General Assembly. Ms. Hampshire-Cowan will serve a four-year term.
