Applying for Reduction Credits
DoE has established procedures for determining the Clean Water Act Fee charge to properties, and the criteria by which certain property owners may qualify for financial hardship, fee appeals, fee reduction credits, and alternative compliance. To apply for a Clean Water Act Fee (CWAF) reduction credit, complete and submit the appropriate form for your property type.
Condominium and Multi-Family Residential
This request form to be filled out only if applying for a Clean Water Act Fee reduction on behalf of a Condominium Homeowner's Association (HOA).
Single-Family Residential
This request form to be filled out only if applying for a Clean Water Act Fee reduction for a Single-Family Home.
Non-Residential Properties (Commercial, Industrial, and Institutional) for Existing Environmental Site Designs (ESDs)
This request form to be filled out only if applying for a Clean Water Act Fee reduction for Commercial, Industrial, and Institutional Properties with Existing ESDs only. Structural Best Management Practices (BMPs) must have been approved and certified by the County. Fee reduction credits for non-residential properties will be determined using a Water Quality Volume (WQv) method developed by the Maryland Department of the Environment (MDE) for one inch of rainfall that accounts for the level of treatment provided by the stormwater management facilities.
Non-Residential Properties (Commercial, Industrial, and Institutional) for Existing Legacy Stormwater Management Ponds
This request form to be filled out only if applying for a Clean Water Act Fee reduction for Commercial, Industrial, and Institutional Properties with Existing Legacy Ponds. Legacy ponds must have been approved and certified by the County's triennial inspection. Fee reduction credits for non-residential properties will be determined using a Water Quality Volume (WQv) method developed by the Maryland Department of the Environment (MDE) for one inch of rainfall that accounts for the level of treatment provided by pond in the year in which it was built.
This request form to be filled out only if electing to participate in a program for a reduction in the Clean Water Act Fee for a property owned by a Qualified Tax-Exempt Faith-Based Organization or other 501(c)(3) Nonprofit Organization.
