Rent Stabilization Act -CB-055-2024

Current Law

Prince George’s County has enacted the Permanent Rent Stabilization Act (PRSA) of 2024 (CB-055-2024), which takes effect on October 17, 2024. After that date, all landlords who operate regulated rental units must comply.

Working Toward a Permanent Rent Stabilization Law

Rent Stabilization Sessions

The Office of the County Executive and the County Council formed a Rent Stabilization Workgroup, made up of various stakeholders that studied and offered recommendations for a permanent rent stabilization bill. The Workgroup began meeting in July 2023 and concluded in June 2024. It was jointly convened by the Department of Housing and Community Development (DHCD) and the County Council.

As DHCD and the County Council launched this effort, three virtual sessions were held to inform residents about rent stabilization policies and its impact on both landlords and tenants in communities throughout the country.

Rent Stabilization Workgroup/Meetings

The Rent Stabilization Workgroup was formed to develop recommendations that informed and helped to create a permanent rent stabilization bill in Prince George’s County. The Workgroup met monthly to discuss a wide range of housing policy topics.  Each meeting was recorded and a video of the meetings can be viewed below.
