Building Permit applications are completed online. Please go to the Momentum portal and enter the information directly into the County’s Permitting System.
The Maryland Home Improvement Commission (MHIC) has specific requirements for the form and content of every home improvement contract provided by the MHIC licensed contractor. Be sure you are familiar with those requirements before signing any home improvement contract. Home Improvement contractors must be licensed by the Maryland Home Improvement Commission (MHIC). Constructing a Stoop or Porch
Stoops and porches differ from patios and decks in that they are usually a means of gaining access to an elevated point of entrance to a structure (i.e., an entrance door that is above grade). Stoops usually are built of brick, block, stone or concrete. All stoops over eight inches in height require a Building Permit.
If you intend to construct a stoop or porch, with the exception of the at-grade masonry stoop referenced above, a Building Permit must be obtained. Site plans showing existing and proposed structure location(s), including well and/or septic (if applicable), must be submitted. Structural plans also are required.
If your home is located in a subdivision with a Homeowner’s Association (HOA), a separate approval from the HOA may be necessary. Unless erected by the homeowner, all home improvement projects require that a contractor licensed with the Maryland Home Improvement Commission is used.
